Football Supporters Europe (FSE) is proud to launch LIAISE II (Liaison-based Integrated Approach to Improving Supporter Engagement 2), an ambitious three-year Erasmus+ project aimed at enhancing collaboration and understanding between supporter liaison officers (SLOs) and host police forces across Europe to benefit match going fans.
This will be a fourth Erasmus+ Supporter Liaison Officer-focused project led by a European fans organisation and follows on from the first LIAISE project, TRANSFER, and the ongoing TPDS project.
Building on the success of the original LIAISE project, which enabled SLOs to shadow each other on matchdays and exchange best practices, LIAISE II adopts a similar approach. The initiative directly responds to a resolution adopted by the Council of the European Union in 2022, which was a chief output of the original LIAISE project. The Resolution highlights the importance of strong SLO and police coordination.
Through LIAISE II, the project consortium will implement the Resolution’s recommendations by organising training sessions for police and SLOs, facilitating exchange visits, and promoting practical solutions around matchday operations. The project also aims to promote the benefits of better liaison and encourage EU Member States to adopt these good practices. The Member States will also produce guidance and action plans that sustain its outcomes beyond the project’s lifetime.
The initiative is supported by football governing bodies and law enforcement agencies from six countries:
- European Group of Policing Football and NFIP Experts (EGPF-NFIP)
- Ligová Fotbalová Asociace (Czech League)
- Ligue de Football Professionnel (French League)
- Cumann Peile na hÉireann (Football Association of Ireland)
- Koninklijke Nederlandse Voetbalbond (Dutch FA)
- Federația Română de Fotbal (Romanian FA)
- Foreningen Svensk Elitfotboll (Swedish League)
Lena Gustafson Wiberg, FSE’s Head of SLO Development, commented: “We’ve seen firsthand how better relations between SLOs and police can significantly improve the fan experience on matchdays. With this project, we aim to prove this concept further, set out further best practice, and expand its adoption across Europe. It’s an enormously positive step to have FSE, football governing bodies, and police entities collaborating in this way.”

Effective matchday communication between SLOs and police ensures a smoother day and a better understanding of fan needs and behaviours, enhancing the overall matchday experience. With LIAISE II, we’re directly addressing the recommendations of the Council of the EU’s resolution and in doing so we believe the work can drive real and meaningful change for match going fans across Europe in the longer term.”
